Gov. Sarah Palin is forming an administrative group to address issues in largely Native, rural parts of the state.

Many Alaska Natives say Palin has ignored them and failed to protect their ancient traditions during her tenure, even though her husband is part Alaska Native. The Republican vice presidential candidate is away on the campaign trail but made the announcement Thursday in a prerecorded speech played before thousands of people attending a yearly convention of Alaska Natives in Anchorage. Palin says the new rural subcabinet group will work with representatives of rural communities to tackle issues like public safety, education and health care. The group will include existing Cabinet members and two Alaska Native commissioners.

“As I envision it, the subcabinet will work closely with representatives of rural communities, tribes, corporations, nonprofits and other entities to discuss issues of concern and to design acceptable solutions,” said Palin, … “I know that to the current energy situation, some folks feel forced to leave their homes and their heritage and are making the move to more urban centers where the cost of living is less expensive and the odds of finding a decent job is better,” Palin said.

In her statement to Alaska Native groups, McBride said she resigned to allow more Alaska Natives in the Governor’s cabinet. I will try to find the actual statement. Sounds a bit odd to me. Rhonda was certainly qualified to speak about rural Alaska issues, but one person does not a cabinet position make.

The reference to DCRA is key, I feel. [What is the import of rural Alaska to the people of Alaska as executed by elected officials (the “chief executive officer” is the Governor)? As indicated by the “rural advisor” substitute for a sub-cabinet (or cabinet position) and now resignation and the other cabinet shuffles that Writing Raven notes, we still aren’t at the table with the grown-ups. mpb]

    Rhonda McBride will be able to do far more for rural Alaska by her return to journalism than by staying in the Palin administration, which is a discouraging thing to say.

    Gov. Sarah Palin during her state of the state address last January 2007 suggested she would establish a sub-cabinet on rural issues. Today she announced at her address to the Alaska Federation of Natives convention that Rhonda McBride is to be her new rural advisor.

    McBride is a KTUU-TV journalist and former news director at KYUK-TV in Bethel. She had a regional noon newscast that was very welcome (until the state decided not to fund rural news). A biography is here, http://tinyurl.com/ypvmfb although it has some typos (“Prior to moving to Alaska in 1998 [sic]“)

    I hope the Governor doesn’t change the name of the advisor, as she indicated today. “Advisor” at least implies that views and information from rural Alaska will get to the Governor’s ear. In many other institutions, a “rural public relations officer” would only get the Governor’s chosen word to rural us’ns. I also hope “rural” will include the Unorganized Borough tundra roots science and community-based research department.

    If you tried to E-mail the Governor, after December try E-mailing Rhonda. I hope she gets office assistance. Rural Alaska is about 2/3 of the state, in area, e.g., Illinois, Wisconsin, Minnesota, Missouri, Kansas, Iowa, (and Nebraska?).

    The City of Anchorage uses a publicly accessible crime map, Crime Map http://crimemap.muni.org/ which can be quite useful to people moving into the city from rural areas and looking for places to live and work. Like any map, it is only as good as the information or data put into the map. As with the preparedness plans, what-me-worry-we-have-plan, it is up to all of us to ask if maps make sense.

    This discussion from the LATimes, Highest crime rate in L.A.? No, just an LAPD map glitch, about their questioning is a good example. It is important to note that “the experts” have to include us, the folks who live and use such information. The mapmakers or government or “them/they” only know what they know. I have found we’re essential to our own lives and can’t pass that responsibility on to others, i.e., public involvement works.

    One reason the errors were not caught earlier may be that the LAPD site retains crimes for only six months and allows viewers to see only a seven-day period at a time. The presentation makes some trends, such as the large accumulation of crimes mapped at Civic Center, more difficult to spot. The mistakes spread on the Internet, often compounding the distortion.

    EveryBlock, an enterprise that specializes in pulling together local data from many sources, has been praised as a model for the future of journalism, but unlike traditional publications, the site takes no responsibility for the accuracy of its aggregated data. …

    But the newfound ease provided by online services can create a false sense of confidence in the computer’s matching ability. Behind the scenes, an algorithm tries to translate unruly street addresses, often drawn from handwritten forms, into the precision of decimal degrees. …

    • mapping errors could affect policy decisions.
    • Small changes in how an address is typed — for instance, “68th St.” instead of “W. 68th St.” — can put the point in the wrong neighborhood or even the wrong city. Adding or removing the name of the city or a ZIP Code can lead to differing results. Because of the way they break up the parts of an address, Google and Yahoo sometimes return different locations for addresses typed exactly the same way.
    • Mistakes could have the effect of masking real crime spikes as well as creating false ones.

    I’m forwarding a copy of the LATimes article to the Anchorage Police Dept. as some of the same factors are in the Anchorage map (e.g., only a few days are available).

    2009-04-07T03:49 Lt. Parker of APD writes back (thank you) that all their

    police data entry systems have the required address field. Many like ours use the police department headquarters as a default for crimes not associated with a specific location. It sure looks like lots of crime is taking place at the police department on those crime maps though! I can assure you that it is only a computer glitch.

    I suspect many readers visit for specific posts and others are using feed readers for posts and comments. While the blog format is very flexible for information and discussion it’s technical restrictions are a little challenging for me to keep folks up to date on revisions and to highlight other posts of possible interest.

    Index or Contents posts like this one [such as the alphabetical listing or the reverse chronological listing] will be cross-indexed on the Table of Contents page. Because it is a regular post, feed readers will be notified.

    “Popular posts” is one such tool provided by WordPress.com. I doubt that it is very accurate for actual readers but the relative rankings provide an alternative way to find items of interest. I wish there was a way to get the full set of data they collect, especially for the referrers (see http://cerebraloddjobs.edublogs.org/2006/09/30/referrers-in-edublogs/), to see what it is that people are looking for. This would help to revise information or add new information [so would reader comments and queries]. Unfortunately,WP.com don’t have a consistent way to present this data to blog administrators (asking for daily referrers gives a very different set of information than getting the weekly or yearly referrers. Same data but the presentation to the human at this end is patchy.) Notice how the titles are truncated, for example.

From the news accounts it doesn’t sound like they included an estimate for all the previous decade’s worth of projects which must be re-built or which should never have been built, had the state listened to those of us that suggested climate change should be factored into state and federal funded development. I tried nearly 10 years ago to get rural landfill permitting to include such evaluation. It was obvious, too obvious, then that environmental change had affected roads, dumps, airports, barge landings, fuel depots, schools, sewage lagoons, new and old housing, etc., etc. The state didn’t think global warming was real and anyway, as a state employee, I was too thoughtful.

    It is unlikely the model is an estimate of total costs, but rather the easier calculation of dollars (cash) expenditures. However, each community could start now to do a total cost analysis (for the next 10 and 50 years). It can be done without itself costing much money.

    HOW MUCH MIGHT CLIMATE CHANGE ADD TO FUTURE COSTS FOR PUBLIC INFRASTRUCTURE? is the latest report from the Institute for Social & Economic Research (ISER). Scientists expect Alaska’s climate to get warmer over time—and the changing climate could make it roughly 10% to 20% more expensive to build and maintain public infrastructure in Alaska between now and 2030 and 10% more expensive between now and 2080. These are preliminary estimates of how much climate warming could increase the future costs for roads, harbors, schools, the power grid, sewer systems, and all the other public infrastructure that keeps Alaska functioning. A warming climate will damage Alaska’s infrastructure—and make it more expensive to maintain and replace—because that infrastructure was designed for a cold climate. These preliminary estimates of how much infrastructure costs might increase are from a model ISER researchers developed with help from faculty at UAA’s School of Engineering and the University of Colorado. Even without climate change, the costs of maintaining and replacing federal, state, and local infrastructure in Alaska are considerable—an estimated $32 billion between now and 2030 and $56 billion between now and 2080. Damage from climate change could add $3.6 billion to $6.1 billion to infrastructure costs between now and 2030 and $5.6 billion to $7.6 billion between now and 2080, depending on the level of climate change and assuming that government agencies adapt infrastructure to changing conditions.

    APRN joins WordPress on the last frontier’s communication frontier

    has just started its own efforts at two-way communication via WordPress.


    APTI’s web sites have moved as of Saturday, June 23. You must now visit those web sites separately at the addresses noted in this posting (click the headline to see details).

    This joins several of us in Alaska trying the WordPress weblogs, such as this one, Grassroots Science, the siblings Biocultural Science , and the Cerebral Odd Jobs (blogging in education)

    I notice Kuskokwim Campus http://community.uaf.edu/~kuc/blog has joined the experiment as has Far North Science http://www.farnorthscience.com/

    There are certainly limitations to any effort to convey and generate knowledge and information across time and space. But I think having several interactive Internet experiments going will help us all improve our voices and consequently our communities.

    The tree-based news media are lagging behind, but what can one expect from those of us not living on the tundra?
